TRAINING FOR ALL HEADS OF DEPARTMENTS/UNITS

The local Government Act of 1993 (Act 462) and Local Governance Act of 2016 (Act 936) are the acts that created Local government Revenue mobilization. The disbursement of Common Fund is based on the percent of internally Generated Funds for all Metropolitan, Municipal and District Assemblies (MMDAs).

Management in line with the above and a quest to improve on its internally generate funds, (IGF) has decided to procure Revenue Software so as to effectively and efficiently create reliable data base of all property, businesses and other ratable items within the Municipality.

In view of the above, management procured “DIRev. Revenue Mobilization Software” and training on the software organized on Thursday, 23rd January, 2025 at the Hon. MCEs conference room.

The Municipal Coordinating Director welcomed all Departmental and Unit Heads to the program at about 10:00am. He highlighted the importance of the training program since Developmental projects and programs requires funding. He emphasized the need for Heads of Departments/Units to participate fully in mobilizing Revenue so as to improve on internally Generated Funds (IGF) for 2025 and beyond for the betterment of the Municipality.

He then welcomed the facilitator, a member of the GIZ team in the Ashanti Region. 

TRAINING OBJECTIVES

  • To acquire a comprehensive and reliable data for the assembly.
  • To capture data of businesses, property rate and all revenue items.
  • To increase the base of internally generate funds from 60% 100%
  • To equip and sharpness the knowledge and skills of participants in the area of revenue mobilization.
  • To enable the Assembly expand its projects and programs which requires the use of IGF.
  • To increase the common fund base since the disbursement of DFC is based on how much IGF raised for a period.

TRAINING METHODOLOGY

The training methodology that was adopted are; 

  1. PowerPoint presentation.
  2. One on one interaction.
  3. Use of Audio recordings.
  • PowerPoint presentation; slides with relevant features of the software were present to all heads of departments and units. Special features of the software that requires the inputs of some specific units and some departments such as physical planning, Revenue unit, Budget unit, Accounts, Social welfare and Community development among others were emphasized. 
  • One on one interaction. The facilitator allows participants to engage him with questions, suggestions and opinions. This method yielded high result of satisfaction.
  • Use of Audio sound. Audio sounds were played to the hearing of all participants as example of some ways to get the software perform as expected by management.

FEATURES OF THE SOFTWARE 

  • Capture and inputs of data of various units/departments
  • Printing of Revenue bills.
  • Generate business registration permits/property rate

The above units/departments are the ones who activities will be directly affected by the software.

CHALLENGES 

  • The major challenge is that, the assembly do not have accurate data of all revenue items.
  • Data available is scanty and scatted.
  • Inadequate Revenue staff.
  • Nonexistence of previous software

RECOMMENDATION AND CONCLUSION

  • All Departmental/units heads should be engaged once every week in specific areas to collect data on property rate and other revenue items
  • Staff who will be engaged during this exercise should be motivated periodically.
  • Regular meetings should be held to access the progress or otherwise setbacks of the program.

CONCLUSION.

The training was very educative, and the participants learnt a lot from it. Hope participants that are directly involve in program make good use of the knowledge and skills acquired and possibly make impact in mobilizing Revenues.  

In all, the program was successful and participants’ knowledge in regard to the software were enhanced.
